Job Summary
Reporting to the AP Project Manager, The position assists the AP Project Manager in designing, planning, implementing, monitoring and evaluation of the AP project activities to achieve stipulated objectives in project provinces (Quang Tri, Phu Yen & Vinh Long), in line with FHF values, strategies, and policies.
Main tasks & responsibilities
- A. PROJECT MANAGEMENT (FOR PROJECTS IN QUANG TRI, PHU YEN AND VINH LONG PROVINCES)
- Negotiate viable project agreements and contract amendments.
- In consultation with PM and local partners, prepare quarterly and annual work plans outlining specific activities, performance indicators, timelines & budgets.
- Implement and monitor the planned activities as per the work plans.
- Regularly communicate with project stakeholders in relevant locations to keep abreast of project realities, foresee potential challenges, and influence team members to achieve proactive solutions.
- In collaboration with the Project Manager, contribute to the preparation of reports as required.
- Review project reports offering analytical advice and recommendations for quality improvements.
- Conduct project site visits to assist in quarterly and annual planning and coordination meetings, recognize contributions and address concerns as necessary.
- Oversee financial and budget processes for the projects.
- B. PROPOSAL PREPARATION AND MANAGEMENT
The project officer is also required to contribute to the proposals writing of The Fred Hollows Foundation, with key responsibility areas are outlined below:
- Assist the Project Manager in writing project proposals, ensuring appropriate and adequate research is undertaken, accurate analysis of criteria and key issues, or other tasks assigned by Project Manager.
- Provide technical support and advice in proposal components including approach, methodology, risk management, work plans, financials and annexes.
- Facilitate project evaluation comparing outcomes to performance objectives in the work plans.
- C. Partnership and program development
- Develop and maintain working relationships with officials, local partners in compliance with FHF policy and scope of responsibility.
- Negotiate agreements with partners in compliance with FHF policy and scope of responsibility.
- Provide strategic input into the development and expansion of program activities.
- D. Team building initiatives
- Contribute and provide support to team members on proposals and project management activities to build internal capacity as requested by the foundation.
- Involve others in formulating recommendations and solutions, share knowledge to foster effective team building and enhance corporate performance.
- Manage organizational risks by ensuring adequate preparation and planning of new initiatives.
- Maintain a positive collegial rapport with the rest of the team.
- Contribute to overcoming barriers to change and innovation.
- E. Other duties
- Other duties as may be directed by Project Manager.
- Understand and comply with FHF Vietnam HR policy.
Selection Criteria and Qualifications
The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:
- Committed to The Fred Hollows Foundation’s Mission and Values
- University graduate in any field, preferably in public health /primary eye health care and/or social work.
- At least 2 years relevant work experience in community development including demonstrated capacity in program management.
- Well developed planning and negotiation skills.
- Experience in program implementation and participatory approach.
- Good interpersonal and communication skills.
- Demonstrated ability to work with a minimum of supervision, exercise judgment, meet deadlines and work under pressure.
- Fluency in English and Vietnamese languages.
- Good computer skills (word processing, excel and power point).
- Experience of working with ethnic minorities and gender issues will be helpful.
- Willingness to travel internally and externally and to undertake professional development and training as required.
Duration of contract: 3 years
Workbase: Danang City, with frequent travel to project sites
